Acknowledging that Climate Restoration is a critical pillar in order to reach the United Nations Framework Convention on Climate Change and the Paris Agreement Goals
Acknowledging that legacy carbon dioxide removal and the permanent storage of legacy carbon dioxide is the primary pathway towards achieving Climate Restoration
Acknowledging carbon removal is an essential complement and supplement for climate mitigation - preventing or reducing greenhouse-gas emissions, and climate adaptation - preventing or reducing damage from global warming, but an additional much-needed third pillar in order to reach the Paris Agreement Goals
Acknowledging that the global community has begun making commitments to reach net-zero emissions by 2050 in order to meet the Paris Agreement goal of limiting warming to 1.5°C
Acknowledging that the IPCC 1.5°C Report (2018) states, “All pathways that limit global warming to 1.5°C...project the use of carbon dioxide removal (CDR) on the order of 100-1000 Gt CO2 over the 21st century.”
Recognizing that 10 - 20 Gigatons of carbon dioxide must be permanently removed from the atmosphere and stored by 2050
Recognizing that as of the year 2020, 95% of the carbon dioxide causing our global climate to warm is legacy carbon that has been accumulating in the atmosphere since the start of the Industrial Revolution
Recognizing carbon dioxide removal refers to human-driven natural and technological approaches to safely removing carbon dioxide out of the atmosphere and sequestering it for long periods of time, ideally 100 years or more
Recognizing that methods for removing legacy carbon dioxide from the atmosphere available for deployment at scale today including afforestation, carbon sequestration in soils, carbon sequestration into synthetic limestone, bioenergy with carbon capture and storage, ocean fertilization and direct air capture, among others
Emphasizing that carbon removal activities requires the active leadership of member states in order to ensure the survival and flourishing of humanity and the planet
Emphasizing the need to dramatically increase awareness and action on the topic of legacy carbon removal science, solutions, and activities
Emphasizing legacy carbon removal from the atmosphere is a critical topic to be addressed in the Sixth Assessment IPCC Report
Emphasizing that the international community should agree and advance bold and ambitious carbon removal targets at COP26
Emphasizing that to achieve bold and ambitious carbon removal targets will require the launching of a transformative SDG 17 global multi-stakeholder partnership involving member states, international agencies, the private sector, the investment community and civil society
